Understanding institutionalization in the context of place-based sustainability transformations
Overview
How does the process of institutionalizing sustainability initiatives support or constrain potentially transformative initiaitives (seeds)? This project is a case-study based in a borough of Montreal, Canada that examines the process and implications of institutionalizing urban agriculture through the adoption of a policy on urban agriculture that aims to amplify and support local initiatives.

Approach
Using participant observation and interviews with a diverse range of actors in the Rivière-des-Prairies–Pointe-aux-Trembles borough, where the local government has enacted a policy to amplify urban agriculture, we ask how government intervention enhances and impairs urban agriculture initiatives in the borough.
